Software consultant charged in Renton sex sting

An Orange County, Calif. Oracle software expert who bills himself at his LinkedIn page as current “finance lead consultant at Boeing” has been charged in Washington state with the felony crime of commercial sexual exploitation of a minor after a sting operation by Seattle Police resulted in his arrest at Spring Hill Suites Renton less than two weeks ago.

According to a report from the Seattle Police Department’s Vice/High Risk Victims Unit, attached to King County Superior Court charging papers in the case, Javier Ramos Palomino, 48, of Aliso Viejo, Calif. was ensnared in a Seattle Police vice unit sting operation that began at an online hook-up site. It involved an apparent 15-year-old female prostitute.

The report says an undercover Seattle Police detective placed an ad in the “casual encounters” section of a popular web site for adult liaisons, stating, “I am 15, fun, outgoing and very cute. I love doing this and am very discreet. I expect the same. Price depends on what you want to do.” Police indicated Palomino requested that the apparent 15-year-old female come to his hotel for sex and agreed to pay $20 for her transportation as part of the transaction.

According to the report, at 9:48 p.m. on April 10 Palomino walked out of the lobby of the Spring Hill Suites Renton, 200 SW 19th Street, and spoke to an undercover Seattle Police detective posing as a cab driver for the girl, who was being impersonated by another, female, detective. Hearing an affirmative answer from the cab driver, Palomino paid him the $20 for the girl’s transport. Police then arrested Palomino. They found $100 on him, and the phone he used to email the consort. The charging papers were filed in King County Superior Court April 13.

In the police report, Palomino’s employer is listed as Oracle Software and his occupation as “consultant.” His LinkedIn profile makes clear that he has worked since at least 2004 for a series of clients as an expert consultant in deploying Oracle’s E-Business Suite, or EBS, including modules to administer general ledgers, service level agreements, accounts payable, accounts receivable, fixed assets and advanced collections.

From August 2012 to the present he has been working using Oracle products as “finance lead consultant at Boeing,” according to his LinkedIn profile (link, screen shot 1, screen shot 2).

Palomino got an MBA degree in accounting from the George L. Argyros School of Business and Economics at Chapman University in Orange, Calif.

According to the Revised Code of Washington, commercial sexual abuse of a minor occurs when someone offers or agrees to pay or does pay a minor or a third party either for engaging in sex with the minor or to facilitate that. It is a Class B felony, and the penalty upon conviction can be imprisonment for up to 10 years, or a fine of up to $20,000 or both. However, standard sentencing ranges can be far less. The criminal case against Palomino in King County court is in its early stages. He is represented by Seattle defense attorney Brad A. Merryhew.
